A group of senior citizens struggled with their expectations when they did not get their 1Malaysia People’s Aid (BRIM) payout despite their approved applications K. Sivam, 74, a retiree and one of those whom missed to fill in the borang BRIM, told The Star that he is Rukun Tetangga head and he had helped his neighbors and friends to apply for the BRIM. He even received a letter from the Inland Revenue Board (IRB) on January 15 which stated that the money had been deposited into his bank account.But then on checking he found out money was not credited to his account. And he is not alone.
According to Sivam, there are about 50 people in his neighborhood who in a similar situation and have not received the promised payout even after the approval of their application. He said that he himself helped those who did not have the bank account or those who were struggling to fill the forms. He told The Star that he has checked with his bank multiple times, but the money is not yet in his account. He expressed his dismay at the money spent as taxi fare in going to and fro from the bank. When this issue was questioned to the authorities, the Deputy Finance Minister Datuk Chua Tee Yong said that it is possible that the recipients might have applied for the aid after the deadline extended from December 31, to January 31, 2016.

He also said that the people with rejected applications could apply again as he cited the example of 2014 where in 94% of 500,000 failed applicants were approved after reapplications. These appeals can only be made after the letter of rejection is received. The major reason for rejection of the application is incorrect or the incomplete information in the application form. Some cases have come forth where in the income was greater than the specified limits. He assured people that they have one month to reapply for the BRIM eligibility check after the rejection. Government believes that this cash distribution will help in reducing the income disparity and is a better fiscal means than blanket subsidy as blanket subsidy is provided to everyone, irrespective of the fact whether they need it or not, while borang BRIM are provided only to those who need it. The process of filling the application forms for brim scheme has been completely online. The agencies check the data provided in the form with the data provided in the government records and then deposit the amount directly in the bank account of the approved recipient. In case the person has no account, a voucher is issued which can be cashed at a bank.
